Modalities for the Zagreb Summit
Date for the Summit
1. The Zagreb Summit will be jointly
organised in Zagreb on November 24, 2000 by the Government of the Republic of Croatia and the French Government in its capacity as the EU presidency.
It is recommended that delegations arrive on November 23, 2000,
in the afternoon or evening so as to avoid congestion at the airport and
possible delays due to unpredictable meteorological conditions at that time of the year.
Participation
2. The Summit will be co-chaired
by the President of France and by the President of Croatia.
Invitations will be jointly extended by the President
of the Republic of Croatia Stjepan Mesić and the President of the French Republic
Jacques Chirac to Heads of State or Government
of all member States of the European Union, the European Commission, the
Secretary General/High Representative, the countries participating in the
process of stabilisation and association – Albania, Bosnia and Herzegovina,
Croatia, The Former Yugoslav Republic of Macedonia, and FRY. Slovenia
will also be invited. Special Coordinator
of the Stability Pact, Mr. Bodo Hombach; High
Representative of the International Community for Bosnia and Herzegovina,
Mr. Wolfgang Petritsch; and UNSGSR
Bernard Kouchner will be invited as well.
Venue
3. Formal proceedings of the Zagreb
Summit will take place at Hotel
Inter-Continental Zagreb (Kršnjavoga 1, 10 000 Zagreb, Croatia: Tel.
#385 1 4892-038, Fax #385 1 4892-040).
Size of delegations
4. In consultation with the EU
Presidency and the Protocol of the EU Council of Ministers it has been
decided that each delegation could be composed of the Head of State or
Government, the Minister of Foreign Affairs and four (4) delegates (1+1+4).
The seventh member of each delegation will act as liaison. Only these seven
representatives will be allowed into the Conference Room. Other required
personal can be included bearing in mind the above restrictions.
Speaking rights
5. It is expected that the official ceremony,
to be followed by the debate on the relations between the EU and SAP countries,
will be opened by the President of the Republic
of Croatia, the President of the French Republic, the President of
the European Commission, and the High Representative for Common Foreign
and Security Policy. Order of other speakers is yet to be determined. However,
each statement will be limited to seven minutes.
Interpreting
6. The French EU Presidency proposes full simultaneous interpreting into all EU working languages and a number of languages of other participating States. The
European Council will provide all necessary equipment, interpreters and financing.
Official functions
7. There will be an informal dinner
on November 23, 2000, for the delegations and guests who will have arrived
in Zagreb by then. Official lunch will be hosted on November 24, 2000,
by the President of the Republic of Croatia Stjepan Mesić for heads
of delegations and ministers of foreign affairs. A buffet luncheon will
be organised for other members (4) of each delegation.
Various facilities for delegations
8. Hotel
Inter-Continental Zagreb has all necessary facilities for the successful
organisation of the meeting. Bank office will be opened. Medical service
will also be provided and all delegations are requested to provide the
usual information on the health status and dietary restrictions of VIP’s.
Accommodation
9. Delegations wishing to use
the hotel accommodation should do so through the centralised booking service.
Each delegation will be assigned 15-20 rooms in Hotel
Inter-Continental Zagreb while other guests can be accommodated through
the same system in Hotel
Sheraton Zagreb (Kneza Borne 2, 10 000 Zagreb, Croatia: Tel. #385 1 4553-535, Fax #385 1 4553-035) and Hotel Esplanade Zagreb (Mihanovićeva 1, 10 000 Zagreb, Croatia: Tel. #385 1 4566-666, Fax #385 1 4577-907).
All accommodation costs will be borne by the participants of the Summit.
Arrivals and departures
10. Delegations will be welcomed
at the Zagreb Airport Pleso
by the State Protocol and accompanied to Hotel
Inter-Continental Zagreb. Those arriving by land will receive security
escort from the border. Details on arrivals should be provided as early
as possible, particularly on special flights, so that logistical
arrangements can be made at the Zagreb Airport.
Transportation
11. Each head of delegation will
be provided an official car, as well as each minister for foreign affairs.
Other delegates will be transported by cars, minibuses and buses, as necessary.
Embassies are requested to accredit official cars for use during the Zagreb Summit.
Visas
12. Delegates needing entry visas
should obtain them at diplomatic
offices of the Republic of Croatia. Visas will also be issued at the Zagreb Airport.
Security and protocol
13. Briefing on security and protocol
arrangements of the Zagreb Summit will be organised for all interested
delegations on November 7, 2000, at 10 a.m. at the Croatian
Ministry of Foreign Affairs. All information on security personal and arms should be provided.
Accreditation
14. The heads of delegations and
ministers of foreign affairs will be provided identification marks (pins)
while other delegates will receive accreditation with their names and the
country name, according to their status. Accreditation
forms will have to be filled in and returned to the Organising
Committee by November 15, 2000, at the latest.

Organising Committee
15. Organising Committee has been
established at the Croatian
Ministry of Foreign Affairs, headed by Ambassador Neven Madey,
as Secretary General of the “Zagreb Summit”

An office will be opened on November 1, 2000 in the Hotel Inter-Continental
